The Rosenberg Housing Group is under the direction of Robert C. Rosenberg, a former New York City Housing Commissioner, lawyer and real estate developer, who utilizes over 40 years of public and private sector experiences to forge new and creative solutions in troubled communities. In addition to his work as President of Rosenberg Housing Group, Robert C. Rosenberg in 2005 completed a successful tenure as federal district court receiver for the Chester Housing Authority, a public housing agency in Chester, Pennsylvania, a City of 30,000 located fifteen miles south of Philadelphia where he is credited with completing over $200 million in successful community revitalizations and recreating the agency. At this time, Mr. Rosenberg serves as Judicial Administrator for Development for the Chester Housing Authority as it completes an $80 million revitalization of its fifth housing community.

Rosenberg, President of Rosenberg Housing Group Inc., founded The Rosenberg Housing Group Inc. in 1997 to provide consulting, development and management services to the United States Department of Housing and Urban Development, public housing authorities and municipalities across the nation.

Claudine G. Chi, Vice President for the Rosenberg Housing Group is charged with administering RHG's $10 million Indefinite Quantities Contract with the U.S. Department of Housing and Urban Development to provide technical assistance to troubled public housing authorities nationwide.
Ms. Chi has experience in managing public sector projects, grant administration, and comprehensive master planning projects within housing agencies and public sector agencies. Ms. Chi has demonstrated familiarity with the reporting and regulatory requirement process for administration of federal grants. Her project skills are inclusive of: coordinating project teams, conducting needs assessments, establishment and planning of strategic resource initiatives and implementation and monitoring of Federal grant funds. The result of her skills and talents has resulted in a successful record of coordinating resources and motivating team members to deliver coordinated outcomes in a timely manner.
She holds a Masters degree in Urban Studies from Southern Connecticut State University.
